Members are invited to take part in a consultation on CHIA National’s 20/21 Budget Submission.
The CHIA Board has agreed that the submission should include outline proposals for an affordable housing program. Our feeling is that any proposal we make should be compatible with the CHIA National Plan (for example the focus on co-investment models) and chime with the government’s priorities. We identified the following as being critical:
– Attractiveness to Industry Super and other ethical institutional investors who would put in capital finance to complement NHFIC debt finance
– That it can be blended with state and territory (and local council) land contributions
-That NHFIC should have a prominent role (see below)
There was also agreement on a long-term program with no end date; that it / they should be capable of attracting bipartisan support and that it should be a bricks and mortar subsidy. In addition, it should be hard to cancel and be targeted at registered providers.
While it is not the intention to put forward a fully worked up scheme there is interest in one option – the Affordable Housing Infrastructure Booster (AHIB) developed for CHIA NSW, the National Affordable Housing Providers, BlueCHP and Evolve Housing (see link to the summary here) and we want to test out the reaction to it of the wider membership.
Dr Andi Nygaard will present the AHIB and members will be an opportunity to ask questions.
